Confusion over use of running track

Some confusion after reading the "Regulation of LCSD's Sport Grounds for Evening Training" issued by HKAAA. (My translation) 3.3 Practice arrangement: a) Lane arrangement by events Lane 1,2,3: Middle and long distance, race walking Lane 4,5: Hurdles Lane 6,7,8 Short distance My question is, say for lane 1-3, does this mean the three lanes are used by middle- and long-distance runners and race walkers only? So the common understanding that the first 3 lanes are for speed training is wrong, as well as jogging on lane 8 (which is for short distance), right?
